Amends the Illinois Election Code to change the end date of early voting by personal appearance from the day before election day to the Friday immediately preceding election day.

Early voting period begins 40 days before a general primary, consolidated primary, consolidated election, or general election and now ends on the Friday before election day rather than the day before election day.

Permanent early voting polling places must remain open through the end of the Friday immediately preceding election day (conforming change to subsection (b)).

Maintains existing early voting hours requirements: 8:30 a.m. to 4:30 p.m. or 9:00 a.m. to 5:00 p.m. on weekdays, with extended hours of 8:30 a.m. to 7:00 p.m. or 9:00 a.m. to 7:00 p.m. beginning 8 days before election day.
