Exempts drivers hauling harvest goods for farms from commercial driver's license (CDL) requirements when the driver is the farm owner or employee and operates within 150 miles of the farm.

Exempts individuals operating commercial driver's licenses for farm vehicles from new testing requirements if the farm vehicle is used in Illinois for agricultural purposes.

Amends Section 6-507 of the Illinois Vehicle Code to add subsection (c-15) creating the harvest goods waiver.

Amends Section 6-508 of the Illinois Vehicle Code to add subsection (b-3) creating the farm vehicle testing exemption.
