Department of Human Services must adopt rules within one year establishing minimum standards and requirements for licensing recovery residences to ensure public health, safety, and welfare.

Department may reference standards from recognized national organizations when developing the licensure requirements for recovery residences.

Department may impose civil penalties, sanctions, and disciplinary actions including license revocation against persons or facilities violating the established rules and standards.

Department may contract with third parties to assist with licensure and inspection of recovery residences.

Municipalities may classify, regulate, and restrict recovery residences through ordinances, including based on compliance with Department of Human Services rules.
