Amends Public Act 87-1243 to authorize the Dixon Park District to install and operate a solar electric generation facility on a 38.259-acre site within their property in Lee County, Illinois.

Solar facility development requires Department of Natural Resources approval of all plans, consultation before construction, and compliance with the Pollinator-Friendly Solar Site Act.

Dixon Park District must operate the solar facility to minimize environmental impacts, maintain public safety and environmental protection, and remove all equipment and restore the site if operations cease.

Violation of solar facility conditions results in title reversion to the State of Illinois Department of Natural Resources; authorization becomes effective only after an amended quitclaim deed is executed and recorded.

Updates departmental references from "Department of Conservation" to "Department of Natural Resources" and clarifies existing conservation covenants including vegetation restoration in a 300-foot scenic buffer along the Rock River, prohibition of equestrian activities, and exclusion of development on an 80-acre wooded area.
