Amends Section 19-12.2 of the Election Code to allow physically incapacitated electors to vote either through vote by mail procedures or on specified premises, rather than only on specified premises.

Applies to electors who have made proper application to the election authority no later than 5 days before regular primary and general elections.

Voting on premises must occur between 9 a.m. and 7 p.m. on Friday, Saturday, Sunday, or Monday immediately preceding the regular election, and must be supervised by two election judges from different political parties.

Eligible facilities include federally operated veterans' homes and hospitals, and facilities licensed or certified under the Nursing Home Care Act, Specialized Mental Health Rehabilitation Act of 2013, ID/DD Community Care Act, or MC/DD Act.

Takes effect immediately upon becoming law.
