Amends the Environmental Protection Act to authorize use of treated municipal wastewater from publicly owned treatment works for irrigation when conducted under a permit issued under Section 39(b) of the Act.

Establishes that compliance with permit terms and conditions for wastewater reuse irrigation shall be deemed compliance with water pollution prohibitions in Section 12(a).

Creates new Section 12.7 explicitly authorizing treated wastewater reuse for irrigation purposes under permit requirements.

Modifies Section 12 to clarify that permits authorizing wastewater reuse for irrigation provide full compliance with the Act's prohibitions on water pollution discharges.
