Department of Healthcare and Family Services must develop policies and procedures to increase behavioral health service capacity at federally qualified health centers by July 1, 2023.

Billing policies must provide reimbursement to federally qualified health centers for services delivered by graduate-level, sub-clinical behavioral health professionals supervised by fully licensed clinicians (clinical social workers, clinical professional counselors, marriage and family therapists, or clinical psychologists).

Graduate-level, sub-clinical professionals must meet educational requirements set by the Department of Financial and Professional Regulation for their respective licensed professions to be eligible for reimbursement.

Individuals completing post-degree experience requirements for professional licensing are also eligible for reimbursement if they comply with applicable supervision laws and regulations and use titles indicating training status.

Department must collaborate with a trade association representing a majority of Illinois federally qualified health centers to develop the required policies and procedures; Act takes effect immediately.
