• Modifies design-build contract evaluation standards to allow counties to assess proposals against the county's own contracting goals for disadvantaged business enterprises (based on disparity studies) rather than only the utilization goals in the Business Enterprise for Minorities, Women, and Persons with Disabilities Act.

• Requires design-build entities to include plans in their proposals demonstrating compliance with the county's disadvantaged business enterprise contracting goals or state utilization goals for both design and construction performance areas.

• Mandates design-build contractors submit written reports every 6 months and prior to final contract closure detailing their efforts and success in meeting disadvantaged business enterprise compliance plans.
