Amends the Code of Civil Procedure by adding Section 2-101.5 to establish venue rules for constitutional challenges against the State of Illinois

Restricts venue for actions against the State or its officers, employees, or agents seeking declaratory or injunctive relief based on alleged constitutional violations to Sangamon County and Cook County only

Applies to cases challenging State statutes, rules, or executive orders based on violations of the Illinois Constitution or U.S. Constitution

Prohibits use of the doctrine of forum non conveniens in cases subject to this venue restriction

Excludes collective bargaining disputes between the State and employee representatives from this venue requirement
