IL HB3065

Amends the Metropolitan Water Reclamation District Act to allow either the director of procurement and materials management or the board of commissioners to determine bidder responsibility and reject bids (previously only the director had this authority).

Adds three new factors for evaluating bidder responsibility: previous performance on public works projects completed in the past 5 years (including contract prices and subcontractor names), court or governmental determinations of violations of federal, state, or local laws (including OSHA, antitrust, tax, environmental, and Davis-Bacon Act violations), and whether equipment or materials are manufactured in North America.

Requires all bidders to adhere to project labor agreements when applicable, including all contractors regardless of whether the bidder will self-perform work or subcontract it.
