Amends the Illinois Diseased Animals Act to grant the Director authority to declare temporary prohibitions on the sale, movement, or exhibition of certain animals to prevent disease spread.

Temporary prohibitions are limited to 30-day periods but may be extended in successive 30-day increments if conditions warrant.

Maintains existing Department authority to promulgate rules and regulations to prevent contamination and contagious or infectious diseases.

Preserves the Director's ability to request gubernatorial proclamations quarantining affected municipalities or geographical districts with stricter animal movement restrictions.
