Requires county sheriffs in counties with 3,000,000+ population to establish a vehicle theft hotline with other law enforcement agencies to locate stolen vehicles using existing GPS systems.

Mandates vehicle manufacturers establish a 24/7 hotline for state, county, and local law enforcement to track vehicles stolen in hijackings or used in kidnapping, aggravated battery with firearm, attempted homicide, or homicide cases.

Requires manufacturers to relay real-time vehicle location information to 9-1-1 call centers or designated dispatch centers to the best of their technical capability.

Mandates manufacturers prepare annual written statements by January 1 detailing tracking and disabling system capabilities for each model, trim, and year, available to law enforcement upon request within 30 days.

Requires manufacturers to waive all fees for location, disabling, or alert services during law enforcement response or investigation of specified offenses for vehicles not subscribed to tracking services.
