Amends the Equitable Restrooms Act to require owners of public restrooms in public buildings to provide menstrual hygiene products (tampons and sanitary napkins) at no cost to users.

Applies to all existing and future public buildings, with an exception for places of worship if providing products would conflict with sincerely held religious beliefs.

Defines "public restroom" as facilities available without gender preference or women-only facilities, excluding religious institutions that object on religious grounds.

Requires restroom owners to order, stock, and replenish menstrual hygiene products, with compliance subject to inspection by health officers during regular building inspections.

Establishes violation as a petty offense with a fine of not more than $100, and directs the Department of Public Health to adopt implementing rules.
