Adds exemption (26) to the definition of "pollution control facility" for mines used to place limestone residual materials from municipal drinking water treatment, eliminating regulatory oversight for this disposal method.

Requires the Illinois Pollution Control Board to adopt rules governing placement of limestone residual materials in underground limestone mines located in or partially within the municipality operating the water utility.

Permits limestone residual materials to be delivered to and placed in mines by methods other than injection wells, providing flexibility in disposal methods.

Exempts municipalities proposing these rules from the requirement to obtain 200 petition signatures normally required under Section 28 of the Environmental Protection Act.

Specifies that rules adopted for limestone residual material placement shall not be considered part of the State Underground Injection Control program.
