Amends Illinois Property Tax Code Section 31-25 to require transfer declarations for property sales to include whether the property is intended as the principal residence of natural individual buyers.

Adds a new subsection (o) to the list of required transfer declaration information, applying only when buyers are natural individuals rather than entities or corporate purchasers.

Maintains all existing transfer declaration requirements including property value, legal description, deed type, homestead exemptions, and financing information for sales requiring adjustments under Section 17-10.

Requires the Department to update the declaration form to include the new principal residence question while continuing to provide adequate form supplies to recorders and registrars of titles statewide.
