Removes volunteer exemptions and expands "amusement enterprise worker" definition to include any individual performing work to manage or operate amusement rides/attractions when open to the public, regardless of compensation.

Modifies permit and inspection procedures to allow application submissions before 30-day deadline if applicant applies prior to inspection; permits Director to deny permits to applicants with documented history of misrepresentation to the Department.

Establishes "correction notice" process allowing Department to issue notices for violations with compliance deadlines before issuing cessation orders; authorizes law enforcement to enforce cessation orders and requires posted notice at ride entrances.

Changes service of notice methods to include certified mail, regular mail if certified unavailable, or email to previously designated address; changes "working days" to "business days" throughout; updates terminology including "chairperson" instead of "chairman."

Requires at least one on-site operator certified in First Aid and CPR when amusement rides/attractions are in use; eliminates age exemption (under 17) from criminal history records checks for workers; updates background check provider language.
