Replaces references to "military tribunal" with "military judge" throughout the Firearm Owners Identification Card Act, Code of Criminal Procedure, Stalking No Contact Order Act, Civil No Contact Order Act, and Illinois Domestic Violence Act of 1986.

Allows Staff Judge Advocates of the Illinois National Guard or reserve military components to file protective order petitions on behalf of victims only after receiving consent from the victim, with the petition including a statement confirming victim consent.

Extends protections to service members of the Illinois National Guard or reserve military components who are victims of non-consensual sexual conduct and have received a Military Protective Order, allowing them to file civil no contact orders, stalking no contact orders, and civil orders of protection.

Requires the Illinois National Guard to file certified copies of military orders of protection with the clerk of the court in judicial circuits where enforcement may be necessary.

Clarifies that military judges, not military tribunals, issue protective orders that are recognized and enforceable under Illinois law.
