Creates the Police Department Promotion Act establishing statewide standards for police promotions in municipal police departments and county sheriff departments subject to collective bargaining agreements, excluding state police and municipalities over 1,000,000 population.

Requires affected departments to conduct promotional examinations based on written tests, seniority points, ascertained merit (education/training/certification), and subjective evaluations, with promotion lists valid for 2-3 years and applicants ranked by total points.

Mandates transparency and fairness measures including publication of eligibility requirements and exam components at least 90 days in advance, immediate scoring and disclosure of test results, and independent observers selected by bargaining agents to monitor the process.

Establishes a Police Joint Labor and Management Committee to develop and maintain certification standards for assessment center evaluators, with certified assessors selected through a random panel process approved by both labor and management.

Prohibits physical fitness testing and medical evaluations from promotion processes; bars divulging test questions in advance; and allows appointing authorities to pass over highest-ranked candidates only once if documented performance issues exist.
