Changes automatic voter registration to not require applicants to meet the federal REAL ID Act of 2005 standards, instead allowing applications to serve as dual-purpose voter registration if applicants present identification documents demonstrating U.S. citizenship and voting age eligibility, or if already registered to vote in Illinois.

Requires the Office of the Secretary of State to determine whether applicants are currently registered to vote in Illinois and their registration address, and prohibits dual-purpose applications for individuals demonstrating they are not U.S. citizens.

Modifies written notices to applicants to eliminate affirmative opt-out checkbox requirements and establishes different procedures for applicants providing citizenship documents versus those whose citizenship status is unclear.

Adds provisions protecting individuals participating in the Address Confidentiality for Victims of Domestic Violence, Sexual Assault, Human Trafficking, or Stalking Act by preventing their information from being transmitted for automatic voter registration.

Requires all changes to be implemented no later than January 1, 2025, and becomes effective immediately.
