Amends the Civil Administrative Code of Illinois to add Section 2705-621 establishing a Type II Noise Suppression Program under the Department of Transportation.

Department of Transportation must create and implement the Type II Noise Suppression Program by July 1, 2024 to provide noise abatement on existing highways throughout Illinois.

Department must determine and prioritize projects based on factors outlined in 23 CFR 772.7(e) federal regulations.

Department must notify the General Assembly by July 1, 2024 that the Noise Suppression system has been activated.

Effective date is July 1, 2023.
