Amends the Metropolitan Water Reclamation District Act to authorize sanitary districts to implement an optional electronic reporting system for discharges of sewage, industrial wastes, and other wastes.

Allows sanitary districts to serve notices, orders, and other enforcement documents by email to nonresidential facilities or entities that voluntarily enroll in the electronic reporting system, in lieu of U.S. mail or personal service.

Permits registered users of the electronic system to view, modify, and submit documents through the system at the sanitary district's discretion.

Requires sanitary districts to adopt rules by ordinance to ensure proper service of process by email and limits email service to only those persons or entities that voluntarily participate in the system.

Modifies language throughout Section 7a regarding service of cease-and-desist orders, show cause notices, and other enforcement documents to reference the new email service option alongside existing mail and personal service methods.
