• Allows complainants to opt out of Department investigation within 60 days and proceed directly to civil court, with notice requirements to the Department's chief legal counsel within 21 days of filing.

• Creates new Section 10-105 allowing the Attorney General to intervene in civil actions under Section 7A-102 if the Department certifies the case is of general public importance, with authority to seek remedies under Sections 8A-104 and 10-104.

• Revises notice and service requirements throughout the Act to specify service on the Department's chief legal counsel within 21 days when complaints are filed in court.
