Lowers the compulsory school age in Illinois from 6 years to 5 years old (on or before September 1), effective beginning with the 2023-2024 school year.

Requires all school districts, including those organized under Article 34, to establish kindergarten programs for children who are 5 years of age or older beginning with the 2023-2024 school year.

Updates school enrollment requirements so that parents or guardians must cause children aged 5-17 to attend public school, replacing the previous age threshold of 6-17 years.

Repeals Section 10-20.19a (which previously allowed optional kindergarten establishment) effective July 1, 2023.

Becomes effective immediately upon passage.
