Expands training waivers for law enforcement and county corrections officers to include those with prior experience obtained under federal law or any other state's laws, not just Illinois state or local government employment.

Requires the Illinois Law Enforcement Training Standards Board to adopt uniform waiver rules within 60 days of the Act's effective date for officers previously employed or qualified under federal or out-of-state law.

Mandates that officers seeking waivers must successfully complete: (1) a Board-approved training program on Illinois state laws relevant to law enforcement and corrections duties, and (2) firearms training before waiver approval.

Grants the Illinois Law Enforcement Training Standards Board emergency rulemaking authority to implement the waiver process, with this authority set to expire one year after the Act's effective date.

Applies to full-time law enforcement officers and county corrections officers seeking permanent appointments in Illinois.
