• Illinois Community College Board must develop materials to increase awareness of the federal Public Service Loan Forgiveness Program, including a one-page form letter, detailed fact sheet, and FAQ document.

• Community college district boards must provide awareness materials to all faculty employees annually and to newly hired faculty within 30 days of employment.

• Boards must annually provide enrolled faculty employees with a completed employment certification form for the Public Service Loan Forgiveness Program without unreasonable delay.

• Boards must credit faculty employees with at least 3.35 hours worked for each hour of lecture or classroom time when certifying employment, unless a higher adjustment factor exists under collective bargaining agreement or employer policy.

• Boards must credit noninstructional work assignments hour-for-hour with no adjustment factor, and cannot treat adjusted hours differently from non-adjusted hours when determining full-time employment status for loan forgiveness purposes.
