Amends Section 8-2001 of the Code of Civil Procedure regarding examination of health care records to add new subsection (i).

Prohibits health care facilities and health care practitioners from charging any fee for copies of patient records when requested in cases involving a guardian ad litem.

Applies the no-fee requirement when records are requested by the patient, a person, entity, attorney, registered representative, guardian ad litem, or organization presenting valid authorization signed by the patient or legally authorized representative.

Extends the no-fee requirement to requesters authorized by statute if the patient is deceased.
