Establishes a rebuttable presumption that police officers who contracted COVID-19 between March 9, 2020 and June 30, 2021 were injured in the performance of duty, making them eligible for duty disability benefits equal to 75% of their salary.

Applies the same COVID-19 presumption to firefighters who contracted the virus during the same timeframe, entitling them to 75% duty disability benefits.

Excludes officers and firefighters from the presumption if they were on leave of absence or not required to report for duty for 14 or more consecutive days immediately before contracting COVID-19.

Allows retroactive application to March 9, 2020, requiring that previously denied COVID-19 disability benefit claims be reconsidered and paid retroactively.

Exempts the state from reimbursement obligations under the State Mandates Act for implementing these provisions.
