Amends the Motor Fuel Tax Law to add Section 2e establishing a new allowable use for motor fuel tax proceeds collected on Illinois waterways.

Requires tax proceeds from motor fuel sales on Illinois waterways to be remitted to either the local waterway agency or the Department of Natural Resources where the sale occurred.

Defines "waterway purposes" as maintenance, repair, construction, and upkeep costs related to Illinois waterways.

Mandates that all collected taxes on motor fuel sales on Illinois waterways must be utilized exclusively for waterway purposes by the responsible agency.

Takes effect immediately upon becoming law.
