Creates the Seat of Government Commission Act to establish a new commission serving as a communication channel between state and local officials in Springfield regarding property leases, ownership, and related issues.

Commission consists of 14 members: 4 appointed by legislative leaders (Speaker, Minority Leader of House, President and Minority Leader of Senate), 6 appointed by statewide elected officials (Governor, Lieutenant Governor, Attorney General, Secretary of State, Comptroller, Treasurer), plus the Executive Director of Capital Development Board, Director of Central Management Services, and Architect of the Capitol (or designees).

Includes one member appointed by the Mayor of Springfield, one by the Sangamon County Board Chairman, and three public members (including the Commission chairperson) who reside in Sangamon County, all appointed by the Governor.

Public members serve 4-year terms and are eligible for reappointment; all members serve without compensation but may receive expense reimbursement.

Commission shall meet at least quarterly in Springfield and develop policies allowing public comment on issues within its jurisdiction; the Office of the Governor provides administrative support.
