Creates a new retirement benefit provision for Tier 2 participants employed as investigators for the Secretary of State or conservation police officers, allowing them to receive alternative retirement annuity benefits under Section 14-110 if they have accrued at least 10 years of service credit and attained age 60, despite having less than 20 years of eligible creditable service.

Modifies Section 1-160 of the Illinois Pension Code by adding subsection (g-10) to provide this early retirement eligibility exception for these specific law enforcement positions on the effective date of the bill.

Amends Section 14-152.1 to exclude any benefit increase resulting from this bill from the definition of "new benefit increase," preventing it from being subject to the 5-year sunset provision and additional funding requirements that apply to other benefit expansions.

Takes effect immediately upon becoming law.
