Increases the minimum annual perinatal funding pool for safety-net hospitals from $50,000,000 to $55,000,000 to address infant mortality rates in minority communities in Illinois.

Allocates $5,000,000 of the perinatal pool to non-safety-net hospitals serving at least 44% Medicaid patients with minimum 1,000 births annually and designated as perinatal level III facilities by the Department of Public Health.

Establishes at least $10,000,000 in annual financial support for critical access hospitals to deliver perinatal, OB/GYN, behavioral health, and telehealth services in rural Illinois communities.

Directs the Department to use perinatal funding to preserve and enhance OB/GYN and specialty services, with distribution established by rule considering hospital safety birthing levels and quality metrics for maternal and infant health outcomes.
