Creates a pilot program allowing petition signatures to be gathered electronically through a secure internet portal, with identity verification required.

Requires candidates' statements of candidacy to include telephone number and email address if available.

Reduces Cook County countywide office petition signature requirement from 0.5% of qualified electors to a fixed range of 5,000-10,000 signatures.

Allows qualified primary electors to sign petitions for candidates in the primary of more than one party.

Reduces Chicago mayoral, city clerk, and city treasurer petition signature requirement from 12,500 to 5,000-10,000 signatures, and prohibits rules preventing voters from signing petitions for multiple candidates for the same office.
