Creates the Division of Language Equity and Access (DLEA) within the Governor's Office of New Americans to oversee statewide language access policy for limited English proficient persons

Requires all State agencies and covered entities to develop language access plans detailing how they will provide interpretation and translation services, with compliance tracked through annual reports to the Governor and General Assembly

Establishes an 18-member Language Equity and Access Advisory Council including legislators, non-profit representatives, and service consumers to advise on policy development and implementation

Mandates compilation of statewide Language Needs Assessment Report using U.S. Census data at least every 10 years to identify languages spoken across Illinois and inform agency service planning

Requires State agencies to provide vital document translations to limited English proficient groups comprising 5% or 1,000 members (whichever is less) of their eligible service population, with complaint resolution within 30 days
