Creates the Veterans I.O.U. Act to address gaps in veteran awareness of available resources, services, and benefits by requiring identification of veterans at points of initial contact.

Requires the Department of Veterans' Affairs to develop standards mandating that State agencies, local government agencies, and licensed entities ask individuals at first contact whether they have served in any branch of U.S. military, National Guard, reserve, or active duty.

Defines "points of initial contact" to include law enforcement stops, arrest and booking, emergency room visits, food pantry visits, and homeless shelter visits, with the Department authorized to determine additional contact points.

Requires the Department to initiate outreach within 48 hours of an affirmative veteran identification, including information about available resources and benefits, assistance contacting providers, help with enrollment, and family support where available.

Mandates compliance with Department standards by State agencies, local government agencies, and licensed individuals and entities, with outreach covering both federal and non-federal veteran resources and benefits.
