HB3228 Summary

• Creates the Justice Reinvestment Task Force to study mandatory supervised release (MSR) for different populations, including statutory conditions, available resources, supervision policies, violation responses, and other MSR system features in Illinois.

• Task Force membership consists of 16 members including legislators from both chambers and parties, Governor's and Lieutenant Governor's staff, representatives from the Prisoner Review Board, Department of Corrections, State's Attorneys, Public Defender's Association, a retired judge, victim advocacy organizations, sentencing reform advocates, law enforcement, and a person with lived MSR experience.

• Task Force must meet at least 4 times and submit legislative recommendations to the General Assembly and Governor's Office by January 1, 2024.

• Members serve without compensation, with the Council of State Governments Justice Center providing convening and analytical support.

• Task Force is dissolved and the Act is repealed on January 1, 2025; Act takes effect immediately upon passage.
