IL HB3230

Establishes the "Strengthening and Transforming Behavioral Health Crisis Care in Illinois Act" to improve behavioral health crisis services and align with the national 9-8-8 Suicide and Crisis Lifeline system.

Requires the Department of Human Services, Division of Mental Health, to conduct an independent cost analysis identifying expenses for crisis call centers, mobile crisis response teams, crisis receiving and stabilization centers, and follow-up services, with stakeholder engagement.

Directs the Department of Human Services to examine expanding "Engagement Specialist" eligibility in the Crisis Care Continuum Program to include individuals with lived experience of recovery, family members, and representatives from marginalized communities including African American, Latinx, incarcerated, homeless, LGBTQ+, and veteran populations.

Mandates creation of a stakeholder working group between the Department of Human Services and Department of Healthcare and Family Services to coordinate behavioral health crisis response systems and eliminate duplication across state agencies.

Requires submission of action plans to the General Assembly within 12 months (for workforce and cost analysis) and 6 months (for inter-agency coordination) detailing implementation activities and recommendations for sustainable funding sources.
