• Department of Agriculture must establish a 3-year compost reimbursement pilot program by January 1, 2024, to reimburse farming operations for purchasing and using compost products, including transportation, equipment, spreading, and labor costs.

• Farming operations may submit one application per fiscal year with documentation of costs, with filing deadlines of September 1 for fiscal years 2024, 2025, and 2026 respectively.

• Reimbursement is capped at 50% of eligible costs per farming operation and limited to a maximum of $50,000 per year, distributed on a first-come, first-served basis.

• Farming operations cannot receive reimbursement for compost products transferred or intended to be transferred to another individual or entity, with or without compensation.

• The pilot program repeals on January 1, 2027.
