Prohibits manufacture, delivery, sale, import, and purchase of armor plates, body armor, and military helmets in Illinois effective upon passage of the bill.

Prohibits possession of these items beginning January 1, 2024, with exceptions for those who file an endorsement affidavit with the Illinois State Police within 6 months proving prior lawful possession or inheritance.

Exempts peace officers, qualified law enforcement officers, armed forces members, prison officials, licensed security contractors, and nuclear facility security personnel from the restrictions.

Allows persons with endorsements to possess items only on private property and to transfer them only to heirs or out-of-state residents; transferees must file their own affidavit within 60 days.

Violations are a Class A misdemeanor for first offense and Class 4 felony for subsequent offenses; Illinois State Police must conduct public outreach campaign on the new restrictions.
