Department of Agriculture shall develop and oversee the Organic Transition Pilot Program for 5 years, beginning on or before July 1, 2024, to support farmers and ranchers transitioning to organic certification.

Program prioritizes grants, technical assistance, and educational support for socially disadvantaged farmers first, then limited resource farmers, then any farmer who self-certifies intent to farm organically.

Eligible expenses for incentives include organic seeds, livestock, feed, soil building supplies, compost, fertilizers, pest management, certification fees, consultant services, and farm supplies.

At least 15% of program funds must be allocated to technical service providers including University of Illinois Extension, conservation districts, and nonprofits for training, mentorship, and support services.

Department must submit annual reports to Governor and General Assembly beginning January 1, 2025, detailing grants awarded, funds distributed, and certifications obtained; Act repeals January 1, 2030.
