Creates the Illinois Sentencing Policy Advisory Council under the Governor's jurisdiction to review sentencing policies and examine their impact on the criminal justice system statewide.

Council composition includes 16 voting members from legislative leadership, executive branch, judiciary, prosecutors, public defenders, law enforcement, crime victims, community organizations, and academic researchers, plus 5 ex-officio members.

Council duties include collecting sentencing data, preparing criminal justice population projections, analyzing proposed sentencing legislation, preparing resource statements on fiscal impacts, and studying sentencing trends under Section 5-4.5-110.

Adds requirement for Council to study and identify discriminatory practices in sentencing across Illinois and make recommendations to the Governor and General Assembly on remedying those practices.

Council must submit annual reports to the General Assembly, Illinois Supreme Court, and Governor on sentencing trends, including analysis of racial composition changes in prison and probation populations.
