IL HB3243

Establishes the Basic Systems Repair Program administered by the Department of Human Services to provide free repairs for electrical, plumbing, heating, structural, carpentry, and roofing emergencies in eligible owner-occupied homes.

Covers major systems repairs including dangerous electrical conditions, leaking or broken sewer or water lines, utility-caused damage, roof leaks causing 4+ square foot ceiling collapse, floor and joist repairs, and furnace replacement or repair during winter season.

Requires applicants to own and live in a single-family house, be current or under a payment agreement for property taxes and water utilities, meet income guidelines, and not own any other residential property.

Limits program eligibility to homes located in areas that the Department determines are disproportionately impacted by housing inequity.

Authorizes the Department to adopt rules regarding application procedures, scope of covered repairs, and qualifications for contracted home repair contractors and plumbers.
