Amends the Illinois Public Aid Code to add a minimum reimbursement rate of $800 per day for inpatient psychiatric services provided by safety-net hospitals.

Defines safety-net hospitals as Illinois general acute care or pediatric hospitals that are disproportionate share hospitals and meet specific Medicaid utilization and charity care thresholds.

Hospitals qualify as safety-net hospitals if they have a Medicaid Inpatient Utilization Rate (MIUR) of at least 40% with 4% or more charity care, or a MIUR of at least 50%.

Extends safety-net hospital designation through December 31, 2026 for hospitals that qualified in fiscal years 2011-2012 or were designated as federal rural referral centers as of October 1, 2020.

Requires hospitals to submit OBRA forms to the Department by August 15 preceding each rate year, with Department notification of safety-net hospital status by October 1.
