Director of Illinois State Police must offer applicants for Firearm Owner's Identification Cards (age 16+) the opportunity to register with the First Person Consent organ and tissue donor registry established by the Secretary of State.

Applicants must be advised that participation in the organ donor registry is voluntary and they are under no compulsion to enroll.

Individuals who agree to registry enrollment provide full legal consent to donate their organs or tissue upon death.

A brochure explaining the organ donation process must be provided to each FOID Card applicant or renewal applicant, advising them of voluntary participation and suggesting consultation with family, friends, or clergy.

Director of Illinois State Police, in consultation with the Secretary of State, may adopt rules to implement this provision.
