Changes the definition of "delinquent minor" to reference Section 5-105 of the Juvenile Court Act of 1987 rather than the previous statutory definition.

Establishes that contributing to the criminal delinquency of a minor involving vehicular hijacking is a Class X felony with a mandatory sentence of not less than 12 years and not more than 60 years imprisonment.

Establishes that contributing to the criminal delinquency of a minor involving aggravated vehicular hijacking is a Class X felony with a mandatory sentence of not less than 30 years and not more than 60 years imprisonment.

Simplifies the definition of the offense by removing the age-based distinctions (under 17 for felonies, under 18 for misdemeanors) and applying uniform standards for minors under age 18.

Maintains existing penalty structures for other offenses under the statute, with enhanced penalties specifically for vehicular hijacking and aggravated vehicular hijacking offenses.
