Amends the Humane Care for Animals Act to prohibit selling, offering for sale, bartering, or giving away hermit crabs and goldfish that have been dyed, colored, or otherwise artificially treated as pets or novelties.

Maintains existing prohibitions on selling or giving away dyed/colored baby chicks, ducklings, or other fowl, and bans awarding rabbits, ducklings, or baby chicks as prizes.

Prohibits adoption, transfer, sale, or giving away of animals forfeited or relinquished under the Act to the original owner or anyone in their household.

Establishes a Class B misdemeanor for first violations, with second or subsequent violations classified as a Class 4 felony, with each day of continued violation counting as a separate offense.
