Establishes a Future Through Employment for Young Adults Program administered by the Department of Commerce and Economic Opportunity to award grants to nonprofit entities for workforce training and job placement.

School-year program requires participants to work 12-35 hours per week at participating employers for $15 per hour or prevailing minimum wage, whichever is higher, with a target enrollment of 80,000 participants.

Summer program requires participants to work 25 hours per week at participating employers for $15 per hour or prevailing minimum wage, whichever is higher, with a target enrollment of 80,000 participants.

Department must partner with local community-based organizations to provide jobless youth with training in workplace skills including punctuality, collaboration, and instruction-following, and coordinate with employers for job placement.

Department shall establish eligibility criteria for participant and employer participation and may adopt rules necessary to administer the program, subject to appropriation.
