Amends the Children and Family Services Act to establish a 5-year Equine Therapy Pilot Program running from July 1, 2024 through July 1, 2029, subject to appropriation.

Department of Children and Family Services shall provide grants to organizations offering equine therapy to foster children who have been abused or neglected and have a diagnosed developmental disability or mental health condition.

Participating organizations must be certified by the Professional Association of Therapeutic Horsemanship International.

Department may adopt rules establishing additional eligibility requirements and application procedures for both organizations and foster children participating in the pilot program.
