Amends the Gas Use Tax Law to exempt business enterprises assigned Standard Industrial Classification codes 10, 12-14, 21-39 from gas use taxation.

Amends the Gas Revenue Tax Act to exclude consideration received from those same business enterprises from "gross receipts" calculations for tax purposes.

Amends the Electricity Excise Tax Law to exempt electricity used by purchasers in manufacturing or assembling tangible personal property for wholesale or retail sale or lease from excise taxation.

Takes effect immediately upon becoming law.
