Changes notice delivery method for automated traffic law enforcement violations from regular mail to certified mail to the registered vehicle owner.

Establishes a one-year statute of limitations for violations recorded by automated traffic law enforcement systems, after which municipalities and counties cannot take action on the citation.

Adds a new defense allowing violations to be dismissed if barred by the statute of limitations under the new one-year provision.

Applies only to Cook, DuPage, Kane, Lake, Madison, McHenry, St. Clair, and Will counties and municipalities within those counties.
