Amends the Environmental Protection Act to define "incidental sale of finished compost" as sales not exceeding 20% or 300 cubic yards (whichever is less) of annually created compost that meets general use standards for private landowners.

Allows farmers operating landscape waste composting facilities near residential areas (10+ occupied non-farm residences within 1/2 mile) to sell incidental amounts of finished compost without requiring an Agency permit.

Requires operators of farming composting facilities to report annually to the Agency the volume of material comprising incidental sales of finished compost, in addition to existing reporting requirements.

Permits private landowners to sell up to 20% or 300 cubic yards of finished compost annually without triggering commercial activity restrictions that would otherwise require an Agency permit.
